Welcome to the U.S. Navy & U.S. Air Force Pacific Ocean Warfare Testing Range Section of the ADC
This Section of the ADC Website contains information on their respective five-year warfare testing Environmental Impact Statements, U.S. Navy Maps, and other documents and information which relates to warfare testing in the Pacific Ocean and on lands areas within each of these individual ranges. (Please note that there are 6 U.S. Navy Sections on the ADC Website & One Section on Drones or Unmanned Aerial Vehicles. In a Letter from several Senators including Senator Dianne Feinstein & Senator Barbara Boxer to NOAA-June 17, 2009 is the following statement:
"...In many regions, the Navy plans to increase the number of its exercises or expand the areas in which they may occur, and virtually every coastal state will be affected. Some exercises may occur in the nation's most biologically sensitive marine habitats, including National Marine Sanctuaries and breeding habitat for the endangered North Atlantic right whale. In all, the Navy anticipates more than 2.3 million takes (significant disruptions in marine mammal foraging, breeding, and other essential behaviors) per year, or 11.7 million takes over the course of a five-year permit..."
This information is provided in order to protect 11.7 million marine mammals, fish and other marine life, breeding and feeding habitats, biologically sensitive areas, National Marine Sanctuaries, Marine Reserves and other areas from almost total destruction from weapons testing. The U.S. Navy and Air Force should be protection these ocean resources instead of destroying them in the Atlantic, Pacific, and the Gulf of Mexico. No area is now safe from weapons, sonar, and laser testing.
We are listing below each known U.S. Navy Warfare Range and current status at this time along with links to the Navy Websites. The U.S. Navy and the U.S. Air Force are expanding these ranges and also increasing the number and scope of new weapons testing within these areas.
(The Links Provided Below are all active at this time. The U.S. Navy may remove these links at any time. Whenever possible we have provide the documents below in pdf form just in case the U.S. Navy removes the Links and this Information from the Internet. The information on all six Navy sections of this website has been placed online by the U.S. Navy and the U.S. Air Force. (There are no classified documents on the ADC website.)
We encourage everyone to take action today to stop the U.S. Navy Destruction of our Oceans through bomb blasts, sonar, and new weapons testing and experiments. Contact your elected officials (and those running for office), and let them know that we won't vote for them unless they hold U.S. Senate or State Public Hearings on this issue. It is an election year and they want our vote which isn't for sale at any price.

The U.S. Navy has taken the position that they can destroy our oceans during war practice in the Pacific, Atlantic & the Gulf of Mexico (including but not limited to areas in Island areas like Hawaiian Islands and the Mariana Islands in the Pacific). These actions by the U.S. Navy are ongoing at this time with ever-increasing range size and increasing new and old weapon test each year.

The Northwest Training Range Complex (Northern California-Oregon-Washington & Idaho), is being expanded to include the Gulf of Alaska. The Atlantic Fleet Range Map will include all existing U.S. Navy 5-Year Warfare Testing Ranges. Mysterious substance floating in Kaneohe Bay

"...A mysterious substance polluting Kaneohe Bay has residents concerned. It has also drawn the attention of health officials and the U.S. Coast Guard. Resident Dallas Williams, who lives near the bay, says he woke up Friday morning and he and his son immediately noticed a strange smell right outside their house. "We had a look to see what was going on and there was this sheen looked like oil, plexiglass or paint floating all over the water. Right away we said there was an environmental problem," said Dallas Williams. The sheen wasn't the only thing strange floating on the bay. Floating along the water and into the shoreline was some type of stringy substance that Williams couldn't really identify. "It looked like something that was anywhere from 20 to 150 feet long, and it looked like long strings and I couldn't decide whether it was fiberglass, I couldn't decide whether it was paint," said Williams.
Williams called the U.S. Coast Guard to investigate. Technicians then came down to take samples of the water. They also went to the Yacht Club nearby to look further into it. Billy Lemos with the U.S. Coast Guard said, "trying to find the source right now. If we can find it then we can proceed on with the proper action." Proper action means fines or possible jail time for whoever's responsible for the spill.
City and county officials also came down to investigate and take water samples. The state says the samples will be tested in a state lab to determine what it is. As for Rogers, he's hoping it gets cleaned up soon and for the pollution to stop. "We're just concerned about the environmental aspect of the bay and if we don't do something about it today, it's gonna continue to get worse," said Rogers..."

With government officials, the media, and our elected officials, armed with the misinformation that persistent contrails were “normal and benign” in the environment, and that "chemtrails" were all part of a "hoax", all efforts by our elected officials to find out why these unusual sightings were occurring were stopped dead in their tracks since the early 1990s. The media (whether television or newspapers), ignored thousands of complaints, allowing our once deep blue skies to be turned into massive jet-produced contrail configurations, white haze, reflective white particles, various types of man-made clouds, and other unusual cloud formations along with varied weather events. And the media, following the lead of the U.S. Air Force, and other U.S. government agencies, linked questions about these events to “believers in conspiracy theories".

In 2002, when I first started researching this subject I discovered that the use of the word "chemtrails" was not accepted by any elected official or government agency. The media was not interested in this subject unless it was used to marginalize those that used the word. This continues to be true today. When I discovered that this had been happening for years I stopped using the term in 2002, unless asked directly why I wouldn't use this term.

Welcome to the Plumas County, California, Section of the ADC Website.
The residents of Plumas County are in the process of mobilizing to put a stop to the PG&E Weather Modification Programs, their installations of Smart Meters, without public consent, and other programs which will cost all PG&E customers $Millions of dollars while diminishing public health. The Plumas County section of the ADC Website will be updated each month with more information on these and other programs.

The one in blue below proves that PG&E notified the Plumas County Board of Supervisors that they would be conducting Weather Modification Programs in the Fall of 2010 and the Winter and Spring of 2011. The Plumas County Board of Supervisors have declined to place the PG&E Weather Modification Programs, the PG&E Smart Meter & Antennas health issues, the Hazmat problems associated with the Light Bulbs PG&E has been installing in homes and businesses, toxic waste disposal for said light bulbs, the Blue/Green Algae issue, and Plumas County Air and Water Quality issues on their agenda since June 6, 2011. They will not hold meetings on the health issues facing Plumas County residents, the dead or tumorous fish being found in the surrounding creeks. Their attitude is one of almost complete public contempt for issue important to the residents of Plumas County.
Some of the Important Issues Facing Plumas County are Listed below:
1. Agricultural crop and tree health could be adversely impacted by climate change produced by experimental weather modification programs and increasing air, water, and soil pollution from the chemicals, like silver iodide, or gases used in these cloud seeding programs. (See Poster Below.)
2. PG&E has not provided the residents of Plumas County, California, with an Environmental Impact Statement on Health Effects or Environmental Impacts - No Environmental Impact Statement has been issued by PG&E to the residents of Plumas County, California.
3. PG&E has not provided the residents with a complete listing of chemicals and gases that are being used in Plumas County, CA for weather modification and other activities being conducted in Plumas County.
4. PG&E’s Weather Modification Programs are not regulated by any city, county, or federal agency – they are not required to notify the residents of California prior to cloud seeding activities. No public oversight or consent is required at this time. However, the California Public Utilities Commission does regulate PG&E and all complaints should be filed with them. There are over 20 ongoing weather modification programs in California and PG&E conducts several of these programs. PG&E does not have the permission of the residents of Plumas County to conducts these programs here.
5. PG&E Weather Modification programs cost most Plumas County residents money due to a wide variety of issues noted in the poster below. Pacific Gas & Electric company is liable for these costs to not only residents but Plumas County struggles under excessive costs from these programs each year...at taxpayer expense. Please document your losses and costs from PG&E's snow enhancement programs and send them to both PG&E and the California Public Utilities Commission.
6. Many Residents are Suffering from Respiratory and Lung Problems, Cardiac Issues, Cancer, Reproductive, and other Diseases that are related to chemical exposures.
7. According to The Center for Disease Control, Plumas County has 8,900 residents disabled or in poor health out of 20,000 total. To find out where your friends, family members, and neighbors can be given a toxic chemicals screen tests please contact "People Getting Educated" (see contact information above).
8. A wide variety of trees and other vegetation are showing signs of declining health or have died out.
9. Honey bee and wild pollinator populations are in steep decline in California. They may also be declining in Plumas County reducing crop production.
10. There are currently over sixty known experimental weather modification programs currently being used across the United States without any studies to determine the synergistic or cumulative effects of those programs or their affect upon regional micro-climates, agricultural crops, human health, and water supplies.
We demand to know what effects these current experimental PG&E Weather Modification Programs are having on human health, soils, agriculture crops, trees, climate, and drinking water supplies in Plumas County. Our Supervisors don't appear to be interested in these problems - therefore, we as residents are taking action.

JUST A NOTE TO LET PLUMAS COUNTY, CALIFORNIA RESIDENTS THAT PG&E PLANS TO START INSTALLING SMART METERS IN YOUR AREA BEGINNING ON APRIL 11, 2011 - YOU CAN SAY "NO" and Your Board of Supervisors can follow the lead of many other cities and counties in banning the introduction of SMART Meters in Plumas County like the action taken by Mendocino County (along with other cities and counties in California).
Right now all California residents have the right to "OPT-OUT" or "Delay" PG&E SMART METER installations until September 2011, when the California Public Utilities Commission (PUC) makes a ruling regarding these installations. Please feel free to contact PG&E and the PUC and let them know that you oppose SMART Meters being installed on your home, business or apartment, hospitals, and other buildings.
IMMEDIATE ACTION ITEMS:
The California Public Utilities Commission won't vote on PG&E's "OPT-OUT" proposal until mid-September, at the earliest. Until then, customers who have not yet received a Smart Meter can call the company at (877) 743-7378 and ask to "OPT-OUT" until this decision is made.
Write to PG&E about any of these important issues and also to let them know that you "OPT-OUT" of their program at this address:

Mercury is a natural element that has many uses. However, mercury is a powerful neurotoxin and causes a variety of adverse health effects due to exposure. Those who are at most risk from mercury exposure are pregnant women and developing children. These types of light bulbs also contain arsenic, lead, and older ballasts release PCBs.
It is Illegal to Discard Fluorescent Light Tubes / Lamps in the Trash According to the California EPA!
“A fluorescent light tube in your dumpster is a violation of the hazardous waste laws. Violation of these laws can result in large fines and criminal prosecution. Fluorescent tubes contain mercury and become hazardous wastes when they no longer work. Mercury poses especially serious hazards to pregnant women and small children. Nonworking tubes must be recycled by an authorized recycling firm and cannot be discarded in the trash…”

These types “…Include Fluorescent light tubes and bulbs, high intensity discharge (HID), metal halide, sodium and neon bulbs. These lights contain mercury vapor that may be released to the environment when they are broken. Mercury is a toxic metal that can cause harm to people and animals including nerve damage and birth defects. If mercury is released into the environment it can contaminate the air we breathe and enter streams, rivers and the ocean, where it can contaminate fish that people eat.

When a fluorescent or other type of energy efficient light bulb breaks please refer to the following guidelines found on this website which include but are not limited to the following:

- Open all doors and windows to ventilate the area for at least 15 minutes.
- Turn off your AC/Fan/Heater so as not to circulate any mercury vapor.
- Young children and pregnant women should leave the area during cleanup.
- Wear appropriate personal protective equipment, such as a dust mask and gloves to keep bulb dust and glass from being inhaled or contacting your skin.
- Carefully remove the larger pieces and place them in a secure closed container. Next, begin collecting the smaller pieces and dust.
- It is recommended that you use two stiff pieces of paper such as index cards or one of the many commercial mercury spill kits available.
- Put all material into a sealed container.
- Pat the area with the sticky side of duct, packing or masking tape.
- Wipe the area with a damp cloth.
- Put all waste and materials used to clean up the bulb in a secure closed container and label it "Universal Waste - broken lamp".
- Take the container for recycling to the household hazardous waste facility (HHW) nearest you.
The U.S. Forest Service plans to keep the public out of public forest areas across the United States as well as in Plumas County, California. They are intent on enforcing this government policy. Why?
1. There are lots of reasons but you can bet that the one at the top of the list is a new government policy to allow toxic wastes to be dumped on our public forest lands. They don't want the public to find out about these toxic waste dump sites because they will be polluting our water as these toxics leach into our rivers and streams. Forest fires in these areas will send these dumped toxics into the air polluting everything...our soils, water, and air.
2. The second reason is that many areas, including Plumas County, the clearcutting of trees is high on the priority list and is already taking place in Plumas County, CA at this time. If the public is prevented from going into our national parks they will not be able to see the devastation from these two programs and the degradation of our environment until it is too late...and the damage is done. This is your home...don't let anyone destroy it.

The EPA considers soil a potential hazard in children's play areas at levels above 400 ppm. Soil below the EPA threshold isn't necessarily safe: California has set a much lower standard, 80 ppm, using computer models to find a level they say is more protective of children. Of the 21 smelter neighborhoods, 80% had median soil lead levels above California's benchmark in the XRF tests...Even trace amounts of lead — particles so tiny they're barely visible — are enough to cause irreversible health problems in kids who ingest or inhale them. Swallowing just 6 micrograms of lead particles a day over about three months can raise a child's blood-lead level by up to 1 point — which in turn can result in the loss of up to 1 IQ point, according to California's Office of Environmental Health Hazard Assessment. That's why the state lowered its soil standard to just 80 ppm..." NASA studies show that increasingly persistent jet contrails may turn into man-made clouds that are”…trapping warmth in the atmosphere and exacerbating global warming…” NASA goes on to state that “…any change in global cloud cover may contribute to long-term changes in Earth’s climate. Contrails, especially persistent contrails, represent a human-caused increase in the Earth’s cloudiness, and are likely to be affecting climate and ultimately our natural resources…"

Video Clip of the California Public Utilities Commission (CPUC) Business Meeting, on Thursday September 22, 2011. President Michael Peevey did a topsy-turvy about-face, and declared that a man suffering from headaches from his "smart" meter, can have his analog meter back from PG&E. This is a remarkable change from previous total lack of relief that the CPUC has offered the hundreds of people who have come before it, and the thousands who have sent in complaints, over the last year or so, begging to have their "smart" meters removed. What exactly prompted this change in the commission's response may remain obscure, but there many, many people all over the state that will be relieved and pleased. Not addressed by this turn of events is what will be the fate of communities and municipalities who have declared clear opposition to the new Smart Meters. This corn has been genetically engineered to provide tolerance to 2,4-D and aryloxyphenoxypropionate (AOPP) acetyl coenzyme A carboxylase (ACCase) inhibitors, also known as “fop” herbicides. DAS-40278-9 corn has been field tested in the major corn growing regions of the continental United States as well as Hawaii. APHIS’ risk assessment indicates that DAS-40278-9 corn is unlikely to pose a plant pest risk. APHIS is making available for public comment the Dow petition for nonregulated status, APHIS’ PPRA and draft EA. These documents can be found at:
